HF&H has provided leadership and expertise to more than 400 municipal agencies, most of which are in California

Our clients are primarily state and local governmental entities such as cities, counties, and special districts. We also work with joint organizations of municipalities that share a common concern such as water management or solid waste contracting and rate regulation. In addition, we provide litigation support to the legal counsel of these types of entities. Most of our clients are in California, although we have provided consulting services in other states and are actively looking beyond California to assist agencies nation-wide. Since HF&H was founded, we’ve chosen to provide consulting services exclusively to public agencies in order to avoid conflicts of interest that may arise for consultants that serve both the public and private sectors.
