Founded in 1989, HF&H Consultants is a management consulting firm dedicated to helping local governments develop and sustain effective public service programs. We specialize in two core practice areas: recycling and solid waste services, and water, wastewater, and stormwater services.
For more than 35 years, HF&H has provided tailored economic, financial, strategic planning, and management solutions that are both fiscally sound and environmentally responsible. Our work is rooted in a deep understanding of public agency operations and a commitment to helping communities achieve long‑term sustainability goals.
While our primary focus has been on municipal agencies throughout California, HF&H has supported clients in other states and continues to seek opportunities to serve public agencies nationwide. To date, we have helped more than 400 local governments deliver successful solid waste, water, and wastewater programs.
