Project Background
HF&H was retained to conduct a peer review of a recently completed rate study by a previous consultant, whose model was so complex that the District was not confident it was correct. Based on our peer review, the District requested us to create a new model that staff could easily validate and use for future purposes. After documenting the model in an updated rate study, the District requested us to expand the model to serve as a 20-year capital planning model. This model enabled District staff to work interactively with the Board of Directors to assign priorities to the capital projects so that smooth rate increases could be maintained.
Project Results
- The District staff received a rate model that they could use confidently.
- The District Board was able to annually update the capital improvement program using a model that could readily adapt to changes in funding from debt and equity as well as to different construction schedules.
