Project Background

The goal of this engagement was to provide the Kern County Board of Supervisors an independent assessment of the performance of the County Solid Waste Management Department and recommend strategies for enhancing such performance.

Project Results

HF&H conducted a holistic review of the department and assessed the department’s overall operating strategies and practices. Working with departmental staff, HF&H prepared a Departmental Plan including the Department’s:

• Mission, Values and Vision; and,
• Major policies, planning and management, diversion program and facility recommendations.

The assessment and the recommendations contained in the Departmental Plan were unanimously approved by the Board of Supervisors and served to guide improvements in department operations over the next 10 years.
