Project Background
Since 2006, HF&H has performed rate reviews for the City of Union City, whose solid waste services are currently provided by Republic Services (Republic) and recycling and green waste services are currently provided by Tri-Cities Economic Development Corporation’s (Tri-CED) (collectively Companies) in accordance with the franchise agreements.
Our 2015 (Tri-CED) and 2016 (Republic) cost-based adjustment reviews included reviewing the Companies’ rate application for completeness and compliance; reconciling the Companies’ rate application to its audited financial statements and general ledger; reviewing for reasonableness with industry standards, labor-related, vehicle-related, and other costs incurred to provide services; reconciling actual annual labor expense exceeding proposed labor expense; reviewing the Companies’ methodology for allocating common expenses among franchised and non-franchised operations; and, reviewing for reasonableness, the Companies’ projection methodology and calculations for forecasting costs for the forthcoming rate year.
Our 2018 (TriCED) and (Republic) index-based adjustment review included reviewing the rate applications for completeness and compliance; reconciling the rate applications to the prior year financial rate information; verification of all indices and the application of such indices; and verification of the accuracy of calculations.
