Billing Audit and Performance Review (2018-2019)

Project Background

The City of Oakland (City) utilizes Waste Management of Alameda County (WMAC) and California Waste Solutions (CWS) to provide collection of residential and commercial solid waste and organics and residential recyclables. The WMAC contract, which commenced in 2015, provides for up to two a billing audits and performance reviews during the agreement term. The City selected HF&H on a sole source basis to conduct the first billing audit and performance review, which began in late 2018.

Project Results

This project is currently underway, and is scheduled to be completed during the first half of 2019. As stated in the City’s agreement with WMAC, the review is designed to meet the following objectives:

  • Verify that customer billing rates have been properly calculated and correspond to the level of service received by the customer.
  • Verify that franchise fees, and other charges required under the contract have been properly calculated and paid to the City.
  • Verify WMAC’s compliance with the reporting requirements and performance standards of the contract.
  • Verify the diversion percentages reported by WMAC.
