Sewer Rate Study (2013, 2016, 2017)

Project Background

In 2013, HF&H performed a sewer and recycled water rate study. Council adopted HF&H’s recommended rates. Recycled water customers saw a reduction to their rates by 50%. Sewer rates required an increase along with a Proposition 218 noticing process.

In 2016, HF&H assisted the City in updating its sewer rates and recycled water rates.  Recommendations were made for simplifying the sewer rate structure and to increase rates to fund capital improvements.  The recycled water rates were adjusted to reflect the current cost of providing service.

Project Results

  • The rate adjustments reflected the updated sewer system master plan, which identified higher funding requirements.
  • The recycled water rate adjustments included funding for infrastructure specific to supplying recycled water.
