SB 1383 Action Plan (2017-19)

Project Background

RecycleSmart, also known as the Central Contra Costa Solid Waste Authority (CCCSWA), is a joint powers authority with six member agencies: Danville, Lafayette, Moraga, Orinda, Walnut Creek, and Contra Costa County. While SB 1383 reglations are in draft form, RecycleSmart chose to be proactive in determining the program and policy changes it would need to implement to comply with SB 1383. HF&H was engaged in 2018 to identify and assess a range of program options for compliance. These options addressed increasing residential and organics diversion through expansion of mandatory collection, every other week residential solid waste collection, food recovery, contamination monitoring, generator enforcement, and more.  Following program assessment, RecycleSmart requested that HF&H prepare an SB 1383 Action Plan.

Project Results

HF&H completed a qualitative assessment and cost-benefit analysis of seven programs, research on food recovery program options, and development of individual action plans to guide implementation of seven SB 1383-related programs. We prepared an SB 1383 Action Plan that presented a high-level overview of RecycleSmart’s SB 1383 compliance plan and timeline for implementing necessary changes. The Action Plan addresses modifying current ordinances, adopting new ordinances, negotiating changes to its franchise and recyclables processing agreements, educating residents and businesses, implementing a food recovery program, expanding contamination monitoring, and implementing an enforcement program.
