Commercial Business Unit Count Audit (2017)

Project Background

The Central Contra Costa Solid Waste Authority’s (RecycleSmart aka CCCSWA) is a joint powers authority consisting of six member agencies: Orinda, Moraga, Lafayette, Danville, Walnut Creek, and Contra Costa County (Agencies). CCCSWA’s hauler is Republic Services (Republic). The CCCSWA requested verification of the accuracy of the Commercial Business Unit Count for the City of Lafayette submitted by Republic. In addition, HF&H was asked to compare the unit count provided by Republic with documentation provided by the City and investigate any discrepancies

Project Results

  • Communication with Lafayette City staff determined the City does not maintain records identifying the number of commercial businesses in the City. The City does not require a business license, the traditional source of such information.      
  • Recommended Republic maintain a listing of commercial business units indicating billed accounts which share containers and track the name and address of all businesses at a given service location either with individual service or with shared services..
  • Created a sample tracking template and instructions for Republic staff to track commercial business units. Recommended on-site verification to establish initial template.
