Waste Hauler Audits (2010-Present)

Project Background

The City of Irvine entered into an exclusive franchise agreement with Waste Management of Orange County (WM) for the collection, transportation, recycling and disposal of solid waste from the residential and Village commercial area of the City. The City also entered into non-exclusive agreements with 23 haulers for the collection, transportation, recycling and disposal of solid waste from areas of the City that are not subject to the City’s exclusive franchise agreement. The City has contracted with HF&H since 2010 to provide the following services on an annual basis: HF&H reviews annual franchise fee remittances, reported receipts, and determines the reasonableness and accuracy of tonnage reported by the selected waste haulers under the exclusive and non-exclusive.

Project Results

Since 2010, through our annual audits of the solid waste haulers serving the exclusive and non-exclusive sectors of the City of Irvine, we have recovered over $200,000 in under-reported franchise fees for the City.
