Central Contra Costa Solid Waste Authority (RecycleSmart)

Project Background

The Central Contra Costa Solid Waste Authority (RecycleSmart) is a joint powers authority consisting of six member agencies: Orinda, Moraga, Lafayette, Danville, Walnut Creek and Contra Costa County.  RecycleSmart manages approximately 10 agreements with various contractors that provide recyclables, organics, and solid waste collection, processing, transfer and disposal services that were set to expire in 2015.  RecycleSmart retained HF&H to manage the process of designing a new service profile, and procuring contractor(s) to provide services when the current agreements expired.

Project Results

RecycleSmart's Board of Directors approved issuance of the Collection and Processing RFP with a goal of achieving a 75% diversion level. Four proposals were received in early October 2013. Two companies were selected to provide the services. The increase in the collection contractor’s compensation is estimated to be five percent, and the annual recyclables processing revenue payments to RecycleSmart are anticipated to significantly increase.
