    About This Role

    This full-time employee will join HF&H’s team providing a wide range of advisory services to public agencies, primarily working on cost of service and rate studies for water and wastewater clients.  This position will also provide financial analyses in support of the other management consulting activities of the firm. 

    The employee will work primarily in our Walnut Creek office, with occasional evening meetings and overnight travel.  The position requires periodic visits to client or third-party locations, as needed (typically five to seven days per month).  Our Walnut Creek office is within walking distance to BART.

    Depending on experience and qualifications, the successful candidate will join as either a Senior Associate or Project Manager; a more senior candidate is preferred.  We expect to make a significant investment in the successful candidate’s professional development and to provide rewarding career opportunities for management roles within the firm.

    What You Will Do:

    This position will primarily focus on analytical work in support of our water and wastewater rate-setting consulting projects. This position involves heavy use of Excel spreadsheets for modeling financial forecasts and rate structure alternatives.  The ideal candidate has strong problem-solving skills, is a confident communicator, and has a strong desire to make a meaningful contribution to the success of our clients.  The candidate will be expected to work on multiple projects of all sizes including managing schedules and budgets. The candidate will also be expected to participate in business development and marketing.  Specific work activities include, but are not necessarily limited to:

    • Quantitative Analysis: Prepare spreadsheet models for setting rates.  Models typically include a set of worksheets:
      • Multi-year financial forecasts of expenses and revenues.
      • Customer class characteristics based on historical trends and future objectives.
      • Cost-of-service analysis that allocates costs to customer classes.
      • Rate structure design
      • Customer impact analysis.

    These models must be as simple and intuitive as possible to promote understanding.

    • Communication: Preparing reports of findings and presenting results to clients, including presentations to governing boards and councils.  Reports must clearly summarize the analysis to promote understanding.
    • Project Management: Plan, organize, and complete tasks within established work plans; guide and monitor work performance.
    • Business Development: Prepare proposals for new work; participate in industry events that expand HF&H’s professional prominence.

    • At least five years of related experience working for or consulting to public agencies (i.e., cities, counties, joint powers authorities, special districts, etc.).
    • Strong written and oral communication skills.
    • Strong interpersonal skills capable of maintaining positive relationships with clients and parties being audited.
    • Proficient in Microsoft Office (Word, Outlook, Excel, PowerPoint) with superior skills in Excel.
    • California driver’s license and ability to work in the United States.

    • P.E., MBA, or J.D.
    • Experience with utility rate setting.

    HF&H offers a competitive total compensation package while emphasizing work/life balance for our employees (in 2017, Associates averaged less than 45 hours per week). This is a full-time, exempt position. Some highlights include:

    • Senior Associate Salary Range of $97,500 – $124,500, depending on qualifications of selected candidate.
    • Project Manager Salary Range of $109,000 – $144,000, depending on qualifications of selected candidate.
    • Annual Bonus: up to 15% of Annual Salary, performance based
    • Profit Sharing: 3% (min.) contribution to a 401(k) profit-sharing plan; 2017 contribution was 5%
    • 15 Vacation days per year (increases with tenure, maximum of 25 days per year)
    • 10 Holidays per year (including one “floating” holiday to be used at employee’s discretion)
    • 5 Sick days per year
    • At least two days of off-site staff retreats and social events each year

    Depending on the experience and qualifications of the selected candidate, they will join as either an “Associate” or “Senior Associate” consultant. There are significant career opportunities for supervisory and management roles within the firm.

    What You Will Do

    Reporting to a project manager, this position will provide oversight of public agencies’ recycling and waste management agreements.  Specific work activities include, but are not necessarily limited to:

    • Auditing: Reviewing and auditing recycling and waste industry contractor reports and contract compliance:
      • Monitoring performance of contract requirements.
      • Meeting with public agencies and their contractor(s).
      • Reviewing and analyzing fee and tonnage reports submitted by the contractors.
      • Auditing reported data.
    • Reviewing customer rate adjustment requests submitted to public agencies.
    • Financial Analysis: Preparing cost of service and projections of financial results of operations:
      • Obtaining and reviewing historical financial information.
      • Preparing Excel Workbooks with which to organize and analyze data.
      • Preparing calculations of changes to revenues and costs over time.
      • Preparing tabular and graphic summaries of data.
    • Communication: Preparing reports of findings and presenting results to clients.
    • Project Administration: Plan, organize, monitor and complete tasks within established project plans.

    • Recycling, waste industry, or public agency experience is desirable, but not required.
    • California driver’s license and ability to work in the United States.
